Programmable Belt Rate Limiter

Connect 1 input belt to the Priority Merger and 1 output belt to the Programmable Splitter, and set the Production Rate in the Unpackager to the formula: 60-rate Rate being the items per minute desired, exact values are acceptable as well, decimals and fractional rates are properly supported. If the desired rate is higher than 60, split off full belts until the rate is no longer reducible. Utilizes a Packaged Water processing loop to control the flow rate in the throughput belt between the Priority Merger and Programmable Splitter. System is configured with the exact count of Packaged Water needed to use as a buffer, but to setup a custom one, manually fill the Unpackager's input buffer, then manually fill the Packager's output buffer with Packaged Water. When the output stops flowing, remove the remaining Packaged Water in the output buffer and dismantle the belt from the Packager into the Priority Merger and replace, which primes the system with the exact amount of buffer needed
